For decades, workplace learning has measured success through quizzes and tests. The reasons are practical: quizzes are easy to administer, easy to score, and easy to report on. They produce clear completion metrics and a visible way to track progress. What is easy to measure, however, is rarely what matters most. Organizations do not invest in learning programs to improve quiz scores. They invest to build capability, so employees make better decisions, adapt to change, communicate more skillfully, and perform differently over time within their roles. Traditional assessments capture a narrow slice of that process: short-term recall. The result is an organization with plenty of data on who completed training and selected the correct answer, and far less insight into whether anyone retained the knowledge, applied it in practice, or changed behavior at work.
Most workplace quizzes measure whether someone can remember information long enough to answer a question correctly. Recall has some value, but it differs from understanding, judgment, or application. Employees frequently perform well immediately after training and forget much of the material within days or weeks, a pattern Hermann Ebbinghaus documented in 1885 as the forgetting curve. Without reinforcement, roughly 70% of new learning is lost within 24 hours.
Recognition-based formats compound the problem. Multiple choice questions ask learners to identify the right answer among options, and identifying an answer requires far less cognitive work than producing an answer independently. Kornell and Bjork (2009) describe the result as a stability bias: learners mistake familiarity with the material for the ability to use it. An employee can pass a compliance assessment and still struggle to handle the real situation the training was designed to address. The quiz score overestimates learning because it measures recognition, not practical understanding.

Researchers call this elaborative processing, and it is one of the most reliable mechanisms for strengthening long-term memory and transfer of learning (Craik & Lockhart, 1972; Fiorella & Mayer, 2015). Explaining reasoning, reflecting on meaning, and applying knowledge to realistic situations demand more cognitive engagement than selecting a correct answer, and that engagement is what makes the learning stick.
Assessments shape behavior in addition to measuring learning. When workplace learning revolves around quizzes and completion requirements, employees optimize for passing rather than understanding: the goal becomes finishing the course efficiently instead of engaging effectively with the material.
Adult learning research suggests this dynamic encourages surface-level learning while discouraging curiosity, reflection, and experimentation (Knowles, Holton, & Swanson, 2015). The organizational pattern that follows is familiar: high completion rates, strong quiz performance, and limited long-term behavior change. Retrieval practice itself can strengthen learning, so the problem sits with design priorities rather than with assessment as a concept. Many workplace assessments prioritize convenience and reporting efficiency over the cognitive engagement that builds lasting capability. When passing the measurement becomes the goal, the measurement stops telling you anything about capability.
Learning science supports a conversational, reflective, and context-rich approach to development. Rather than delivering passive content followed by a quiz, effective learning experiences prompt employees to engage with concepts through reflection, dialogue, explanation, and application.
Conversational learning models create opportunities for elaboration in real time. Employees articulate their reasoning, connect concepts to lived experience, and apply ideas dynamically. That deeper engagement strengthens retention and supports transfer into real workplace behavior. Conversation also allows reinforcement to happen continuously over time rather than only at the end of a course, which matches how memory consolidation works. A single session followed by a quiz leaves the forgetting curve to do its work unopposed; reinforcement in the weeks that follow interrupts it.
